The last five years saw the most difficult time for redundancies in the industrial sector. In the future, perhaps another 15 million people from the state sector may be laid off. In the late 1990s annual creation of new non-farming jobs was only about 6–8 million. But with higher growth since 2001, the creation of new jobs annually was 12–13 million.
