In particular the Euro-Chinese political dialogue is not very strong. Last year’s Euro-Chinese Summit in Copenhagen in September lasted only two hours. We should consider matching some of the issue-specific working groups set up between China and the United States. And surely by the end of this five-year period if not before, we ought to be considering China’s association with the G8 Summit, where Europe is already strongly represented and where China’s absence as a strategic partner will seem increasingly strange that will of course, stimulate claims by other countries such as India and Brazil to be included.
The last five years saw the most difficult time for redundancies in the industrial sector. In the future, perhaps another 15 million people from the state sector may be laid off. Last year, that slow down produced a layoff of 7 million people. Now, or in the near future, another 3 or 4 million may be made redundant. In the late 1990s annual creation of new non-farming jobs was only about 6–8 million. But with higher growth since 2001, the creation of new jobs annually was 12–13 million. So with fewer layoffs, the higher growth rate and the better social security system, I think this issue of industrial layoffs is going to be manageable.
Experiments with the contract responsibility system (CRS) used in agriculture were tried with SOEs and in 1988 the State Council promulgated a law to implement this system for all SOEs. The contract listed the rights and responsibilities of the SOE and the relevant government department. Failure to carry out these by either party SOE reform and governance 27 could, in theory, give rise to compensation. Under the previous system, the SOEs had exerted their rights but often failed to meet their responsibilities.
