To this end, country data suggest the desirability of: (a) either consolidating schools or adopting more multigrade teaching approaches in presently sparsely populated areas as well as those areas affected by declining school age cohorts; (b) ensuring all schools have a minimum acceptable level of educational resources; (c) increasing the extent and quality of student assessment for diagnostic purposes and to guide, possibly via creation of a regional curriculum committee, reforms needed to improve achievement; (d) setting and monitoring standards for instructional time, particularly in core subjects; (e) adopting alternative remuneration packages and instituting career structures to improve teacher morale and relatedly reduce attrition; (f) regionally standardizing and increasing availability of culturally relevant, low-cost education materials, particularly textbooks; (g) strengthening in-service training for all teachers and providing more management and team leadership training to head teachers; Page xxii and (h) launching programs for school rehabilitation and construction, including upgrading of equipment.
The analysis focuses predominantly on the English-speaking countries, but data on the Dominican Republic, Haiti and Suriname are included, as available, in the early chapters for comparative purposes. 2.
